If you associate a moved issue to a build in Bamboo, you don't have permissions to view it.

Steps to reproduce

• Create two projects.
• Create a couple of issues on both projects.
• Move an issue from Project A to Project B.
• Associate this issue with a Bamboo plan.

Expected results
You should be able to view the build details.

Actual results

You get an error:
"You don't have access to view all related builds. Please contact your administrator."
