Development panel review is missing translation for comment column

      i18n text for comments column in review development panel dialog is missing for Crucible integration.

      From the bundled plugin jira-development-integration-plugin-1.0.0060-sources.jar, if we extract i18n.properties file, there we can see that the key "devstatus.detail.panel.review.heading.comments" is missing text.
