JIRA Development Panel should not have commit link to Crucible server when FishEye is disabled

      Steps to reproduce

      1. Setup Crucible server without enabling FishEye
      2. Integrate JIRA and Crucible server
        In a JIRA Issue Development Panel, it is showing x number of commits
      3. Click on the x commits link to view the commit info in the popup window
        There is a Commit column that the revision has a link to Crucible server
      4. Click on this revision link
        It will try to access the Crucible server to show the revision data eg: http://localhost:8060/changelog/test?cs=5aa08b61147be34efa9c6ad0c18e26f8857ae730
        However, FishEye is not enabled so this link does not work: 
        The requested resource cannot be found.
