Unable to scroll down issue list in 'Detail view' in Internet Explorer

Summary

Unable to scroll down issue list in Detail view in Internet Explorer.

Steps to reproduce

1. Create a project with some issues (the number of issue should be greater than the number it can display).
2. Go to Detail View.
3. Try to scroll down the issues.

Expected result

It should be able to scroll down with no issues.

Current behaviour

The scrolling down does not work, it sticks to the top of the row. Video attached.

Workaround:

Use a different browsers other than Internet explorer.
