Current State
In order to release from a Kanban board, a user with project administrator permissions must do the release.

Desired State

Any member of the team can release one or more issues.

Rationale

 We are a CD shop in which each engineer is responsible for performing his or her own releases.  It is unreasonable to give each engineer project administrator permissions
