Allow Ranking field to be cleared/reset on transition

      During a transition we'd like to push an issue to the bottom of the ranking queue. We've tried to clear/purge the field using the standard post functions, but they seem to have no impact. We'd like to see a post function that will send an issue to the "back of the line."
