Adding a "must have code committed against the issue" condition to a workflow setp transition causes all workflow actions to disappear

From support case:

When adding a Jira condition "must have code committed against the issue". As soon as I add the condition to even one of the transitions from a step, ALL transitions for the workflow disappear.

Transitions disappear both from web UI as well as from SOAP (connectors also report no available transitions)
