Viewing All Boards slow

      Seems to be a performance regression since this is not problematic on our JIRA 6.4.X installation.

      To reproduce, go to Boards > All Boards.

      This endpoint takes about 11 ~ 20 seconds to complete:
      /rest/greenhopper/1.0/rapidviews/viewsData

      This is the function that's slow:
      RapidViewListResource.getViewsAndConfigModel()

      We have 2,300 boards.
