Quick filter can't be saved in Active Sprints or Kanban board

Summary

Quick filters are not saved after upgraded JIRA to 7.1

Steps to Reproduce

1. Click any quick filter in the Active sprints (Scrum boards) or Kanban board (Kanban boards)
2. Navigate to Dashboard page.
3. Go back to the Active sprints (Scrum boards) or Kanban board (Kanban boards) and you will notice the quick filter is not saved.

Expected Results

JIRA should save the quick filter cache when user navigate the page away from the board.

Actual Results

JIRA doesn't save the quick filter after clicked by user.

Notes

• Only affected FF and Chrome browser.
• It doesn't happen on the Backlog page.
• IE browser is working
