Summary

It's not possible that we select Sprint while creating an issue on Service Desk Project without Agent license.
If it is expected feature, JIRA should show some appropriate messages.

Steps to Reproduce

1. Create Service Desk Project
2. Create a board on the project
3. Create users as follows

   Username	Application Access	Project Roll
   user_a	JIRA Software & JIRA Service Desk	Service Desk Team
   user_b	JIRA Software	Service Desk Team

4. Log in JIRA with each account and create an issue on the project

Expected Results

Both user can select Sprint while creating an issue.
Otherwise, JIRA should show some appropriate warning messages when the user doesn't have a correct permission to select Sprint.

Actual Results

When user_b create an issue, user_b can't select any Sprint without any warning message.

Notes

In this case, user_b is a Collaborator and this is why user_b can't select any Sprint.
Even so, JIRA should show appropriate warning message.
