The EPic Link field lists Epics that are outside of the Project I am working on

      Steps to reproduce:

      1. Login to JIRA as an Administrator
      2. Create an Epic in a project
      3. Now create a new issue and choose a different project
      4. Create a new issue and choose a _ different _ project
      5. Click on the Drop-down for the Epic Link field
        ACTUAL BEHAVIOR: Epics for *every *project are listed in the drop-down, not just the project for which this ticket is being created

      EXPECTED BEHAVIOR: Only epics for the project selected are available in the Epic Link
