Version Report does not do correct measurement for Users' Progress

      In Version report, the story points range shown on the graph always exceeds the story point that customer has committed in the stories.

      Steps to reproduce:

      1. Commit certain number of story points in the stories, lets say 30 story points
      2. The graph shows the range of 0 - 35 story points
      3. Now commit more story points, lets say add 6 story points (becomes 36 story points)
      4. The graph will show the range of 0 - 40 story points

      Expected Result

      The graph will show the range of story points from 0 to the exact number of story points that user has commited (in this case 36), Thus, once user completes 36 story points, the percentage will show 100%

      Actual Result

      The graph increase the range of story points (becomes 40 story points). This way, the percentage of user's progress can never reach 100%, as it will always set a higher range of story points, more than what user has committed in the stories.
