agile-board-parameters-resolver Module is Always Disabled

Problem
JIRA Agile v6.6.51 and v6.6.70 includes a module that is disabled by default and cannot be enabled. This seems to be the case regardless of JIRA version.

Following an upgrade, a message is displayed to the user:

JIRA Agile v. 6.6.51
by Atlassian

Note: This add-on might be functional, but one or more modules is missing dependencies. Features and functionality may be limited.

It has been confirmed that this module's failure to enable does not pose any problem with functionality, but the message above is giving false alarm.
