Limit results in sprint field to sprints the issue could actually join

When a user edits the sprint field directly in the JIRA issue, we should limit the result set there to only sprints on boards where the issue meets the criteria to be placed into the sprint.

If this is accepted, we need to consider the performance penalty of making this kind of a check.
