JIRA shouldn't require Project Administrator permissions for starting/closing sprints

      Currently, for someone to have the ability to start/close sprints, JIRA requires the following.
      1) The project is specified in the filter query for the board.
      2) User has administrator rights to the project.

      We would prefer that we don't specify a project filter for the board. This is useful when teams are working on multiple projects. Instead of adding all the projects to the filter and granting users Administrator access to all those projects, we would like to specify just the Team in the filter. This means any issue assigned to the team would show up on their board irrespective of the project. It would be nice if we had a separate permission to open/close sprints rather than making someone an administrator and requiring the projects in the filter.
