"Send to top" should be available via the UI on Kanban boards

    Description

      Currently, the "Send to Top" and "Send to Bottom" ranking features are not visible on Kanban boards because the "right click" context menu does not show these commands in Work mode (and Kanban boards have no Plan mode).

      There is a workaround by using shortcut keys; e.g., pressing "s" and "t" will rank the selected issues to the top of the current column, but that workaround is hard to discover.
