    Description

      Symptom:

      JIRA re-indexing (foreground and background) taking too much time after upgrading to Agile 6.4 and above (lexo rank)

      Diagnosis:

      JIRA runs on Oracle database

      Cause:

      When running against Oracle, queries with limit set are executing and returning all rows. Those that are outside the limit are ignored. This causes severe database performance problems as it has to process all rows. This is related to AO-549
