Steps to reproduce:
1) Admin creates a new project + board via the RapidStart welcome mat
i) Admin selects simplified workflow (the recommended option)
2) Non-admin user logs in and creates a new board referring to the project created in the first board
3) Non-admin user creates some issues under the project
4) Issues will not appear on the newly created board as the workflow doesn't match.
