Description
Steps to reproduce:
- Set the "Epic Link" as a required field in the Create Issue transition of your workflow
- Access any administrative page on JIRA. For example: https://clarissa.atlassian.net/secure/admin/ViewIssueTypes.jspa
- Try creating an issue that is not an Epic and don't set a value on Epic Link field.

If you try to create an issue from outside an administrative page of JIRA, the error message is not thrown.
