JIRA's nav links broken in Classic Mode

      Symptoms

      The links at the top of JIRA's nav bar don't work (Dashboards, Projects, Issues, Agile, etc).

      Steps to reproduce

      1. Install JIRA
      2. Create a project
      3. Install JAG 6.3.11
      4. Go to Agile -> Classic...
      5. Try and click on the nav buttons at the top

      Expected result

      Menus should open like normal

      Actual result

      Menus don't open
