JIRa REST API issue : Epic with name is not unique

      JIRA Agile version: 6.3.5

      When using REST api to update issues, we are seeing this error message:
      Epic with name 'XXX-X' is not unique

      Issue is similar to what is reported in GHS-10140 but we are not seeing this issue from UI but only when using REST calls to update the issue.

      https://confluence.atlassian.com/pages/viewpage.action?pageId=395706948 says this resolution is to upgrade Agile to 6.2.2. We are on 6.3.5 and we are still facing this issue.
