When moving a stack of issues in Plan Mode, the issues in the stack should retain their relative ranking order

When ranking a stack of issues, the issues move to the new area of the rank order, but their relative rank is scrambled. For instance, if I have the following issues: FOO-10,FOO-11,FOO-12,FOO-13 and I grab them as a group and rank them above FOO-5, they will move to the right spot, but their order in relation to each other will change. They will end up with an order like: FOO-11,FOO-10,FOO-12,FOO-13.

As a User, I'd like consistency when ranking stacks of issues so I can expect consistent results.
