Incorrect error message when attempting to flag an issue which is not editable due to workflow status

      Steps to repro:

      1. Using default JIRA workflow, move an issue to 'Closed'
      2. Attempt to flag issue

      The error message should say that the issue is not editable, and not that the issues in the project are not editable.
