Plan Mode context menu displayed on Work Mode

      Steps to repro:

      1. Load Plan Mode
      2. Right-click an issue
      3. Change to Work Mode (do not refresh page)
      4. Right-click an issue

      The inverse also happens - if you start on Work Mode, then go to Plan Mode, the context menu is for Work Mode.

      This only happens on the first invocation of the context menu
