Some "done" issues are not showing up as "Completed" in the Epic report

      Try to reproduce with the Evil Pete data. BASIC-9 when transitioned to Done via "global transition" does not show up as completed. XSS-7 when transitioned via "Resolve Issue" does show up as completed.

      Furthermore, when viewing the Epic in Plan Mode, it has the correct break down of complete/incomplete issues.
