As a user, I don't want the board's filter to be deleted from JIRA which can cause the board to be vanish. This means that it shouldn't be allowed for the board's filter to be deleted from JIRA, this should be only available through GH (Delete Board) and no where else.

P/S: We have received number of customers complaining that they accidentally deleted the board's filter in JIRA which has caused the associated board to be vanish.
