Allow Jira Admins to View All Groups with Edit Permissions on Filters

      Description:

      As a Jira Admin, having the ability to view all groups that have edit permissions on a filter without needing to be the owner or a member of those groups would greatly enhance administrative oversight and efficiency.

      Current Behavior:

      Currently, Jira only allows users to view groups that can edit a filter if they are either the owner of the filter or a member of those groups. This limitation requires Jira Admins to either transfer ownership to themselves or join every group to see which groups have edit permissions.

      Proposed Improvement:

      Introduce a feature that allows Jira Admins to view all groups with edit permissions on any filter, regardless of ownership or group membership. This would enable admins to manage permissions more effectively and ensure appropriate access control across the platform.

      Rationale:

      • Enhances security and administrative efficiency by providing a clear overview of who can edit filters.
      • Reduces the need for workaround measures, such as transferring filter ownership or joining multiple groups.
      • Aligns with the logical requirements of administrative roles, streamlining permission management.
