Enable or disable Keyboard shortcuts from Personal settings of user.

      As a user, I would like to enable or disable the Keyboard Shortcuts of Jira from the Personal settings of the logged-in user. 

      At the moment, it is only possible via Help > Keyboard shortcuts.
