Issue Summary

When trying to use the scroll bar to scroll up and down the page, the page goes back to where it was loaded and is resistant to scroll/up/down.

Steps to Reproduce

1. Open an “active sprint” board;
2. Filter User A, view some cards;
3. Filter User B and do some more views;
4. Filter User C and use the scroll bar to scroll up and it will not stay in position.

Manage to replicate using Edge 122.0.2365.92 browser and per shared on the screen recording.

Expected Results

The scroll bar could be easily navigated up and down the board page

Actual Results

The scroll bar is loaded in the middle and once user moves it to the top, it will be reset to the middle, making it difficult for the end user to select the card on the top page.
