Allow tracking on time estimates / logged at the releases and projects level

Issue Summary

See time tracking across all projects from an interface in this Plans section. For example, while it's helpful to see how releases across projects are progressing from this "Releases" view, we don't have a way of managing a budget of estimated vs. actual time spent across releases and projects - currently time tracking is only visible per project, on a separate, project-specific interface.

Expected Results

Be able to view time tracking report across releases and projects in Plans.

Actual Results

No time-tracking at release or project level

Workaround

Track each project individually in Jira reports
