Incorrect required field message when save changes for issue creation in AR plan, if Time tracking has been set as the required field.

Issue Summary

Jira is unable to publish changes for estimate changes when Time tracking has been set as the required field.

Steps to Reproduce

1. Set the Time Tracking field as required.
2. Create issue on Advanced roadmaps plan
3. When reviewing and saving the changes, it shows the validation error.

Warning message: "The issue cannot be updated as required fields are missing"

Expected Results

Save change successfully save the issue without warning message.

Actual Results

It shows the below message, but actually the issue is saved and created on the project:

Make the time tracking as optional.
