New feature Parent not seeing the change parent button on menu

Issue Summary

Specifically: 

_{Change parent in the more (…) menu on the issue view}

_{Is not implemented}

Steps to Reproduce

1. Create a task issue on company managed project 
2. Assign a epic parent
3. go to issue view and clinic on the three dots

Expected Results

As described on documentation it show display change parent option

Actual Results

The change parent Option is not present on the menu

Workaround

use parent field on details
