Issue Summary

If a project only contains Epics, the quick creation of an Epic Child gives the option to create a child issue, but that doesn't work.

Steps to Reproduce

1. Create a project with only Epic at the Issue Types
2. Create an Epic
3. Try to quickly create a new Epic Child 
4. There is no error displayed to the end-user

Expected Results

Jira should not validate the issue types in the project and not allow the creation of child issues, as there isn't another Issue Type in the project.

Actual Results

Child issues can't be created, however, it gives the illusion of possibility.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
