Currently, the GitHub for Jira app used to integrate Jira and GitHub requires write access permissions to the repositories so it can create branches and unfurl Jira URLs in comments.

Would be ideal to have a way to bypass these permissions or allow them to be chosen while configuring the app, in order to avoid access to customer's sensitive content for GitHub Cloud.

The documentation below states that for GitHub Enterprise integration it isn't necessary (where the user owns the GitHub app) "Write" permission is optional. This permission can be controlled only for the GitHub Enterprise Server.
