Allow for Released versions only in Affects Version field

      We would like to disable our users from being able to pick an unreleased version when filing a Bug. We would like the Affects Version to only show released versions on the issue creation screen.

      Perhaps a customizable flag per project to only allow issues to be filed against released versions?
