By now, once you create a rule which scope is restricted to one project and add a Clone Issue or Create Issue action, when you try to set the Components field for the issue to be created, the drop-down menu only offers the Components values related to the original project.

If we set the scope to multi-projects instead, the drop-down menu lists Components field options related to all projects in the instance, what might also be confusing.
