Add Webhook retry policy for Automation rules - allow users to customise payload and retry policy

      At this time Jira Webhooks do have a Retry policy but this does not apply to Automation ones.

      Sometimes users want to customize the payload or even need to provide custom headers and to do so, they use automation rules and it would be nice to have a retry policy applied to automation rules as well.
