Problem definition
When Jira receives an email to be processed by email request, there's no method for Jira to pull the "To" and "CC" data to be used as issue details. Since these data exist in the email header, we should have the ability to pull those.
Suggested solution
Add ability for smart values to obtain "To" and "CC" from emails.
