Issue Summary

Field value changes on Edit Issue actions are not triggering in the new issue view.

Steps to Reproduce

1. Configure your rule to track changes done to an issue on Edit issue operation.
2. Edit your issue's field value. 
3. The rule does not get triggered
   1. Additionally, leaving the operation field as empty, would trigger the rule however even when you are editing the issue.

Expected Results

The rule would execute when editing the issue field.

Actual Results

The rule does not get triggered.

Workaround

Turn off the new issue view, i.e., the Jira Labs feature from Profile > Personal Settings, and then the rule would trigger as expected.
