UI Improvement: Improve error messaging in the UI when user tries to set due date in the Simple roadmap page without schedule issues permission

Summary

As per the current design in Jira, if a user does not have "Schedule issues" permission, then the user will not be able to set the "Due date" field in the Jira issue view and also in the simple roadmaps page.

New issue view:
The "Due Date" field is uneditable

Simple Roadmap:_
If the user tries to set the start date and due date from the simple roadmap page, then the due date field is not set and the user sees a "Something's gone wrong" error in the UI.

Suggestion

• In the Simple Roadmap page, it would be convenient if we could display a message in the UI that the due date field cannot be set as the user lacks "Schedule Issues" permission.

• In the Jira new issue view, the due date field can have an information pop-up above the due date field when the user tries to modify the field.
