Issue Summary

Unable to link organization using "GitHub for Jira" Add-on when GitHub IP Allowlist is enabled.

Steps to Reproduce

1. Enable GitHub IP Allowlist on GitHub Organization
2. Try to Connect GitHub organization
   
   

Expected Results

It is expected that integration succeeds.

Actual Results

GitHub page throws error "Looks like something went wrong!"

Workaround

Disabling GitHub IP Allowlist entirely.

OR

(possible workaround)
Turn off GitHub IP allowlist, connect to an organization via "GitHub for Jira" app, and turn on GitHub IP allowlist again.

1. GitHub: Organization security > IP allow list > 「Enable IP allow list」 And 　「Enable IP allow list configuration for installed GitHub Apps」 turned off.
2. From Jira's application management, use "GitHub for Jira" to collaborate.
3. GitHub: Organization security > IP allow list > 「Enable IP allow list」 And 　「Enable IP allow list configuration for installed GitHub Apps」 turned on.
