As an user, I'd like the option to choose the how clicking on links opens the window (same tab/new tab/new window)

      Issue Summary

      The use case was specific to Parent Link. Some users would like to have them opened on the same window, others on a new tab or window. Allowing the user to select the default behavior would be nice.

      Steps to Reproduce

      1. Open an issue with a Parent Link
      2. Click the Parent Link
      3. It opens on a new tab by default

      Expected Results

      User should have the option to open on the same tab.

      Actual Results

      It opens on a new tab.
