Users without Administer Project permission can access and enable deployments for project

Issue Summary

User with browse project permission role can access project deployment configuration and modify deployment options by pasting URL to browser.
 

Steps to Reproduce

1. Log in as a user without Administer Projects permission
2. Paste URL to the browser:https://<your_site>.atlassian.net/jira/software/c/projects/<your_project>/settings/deployments.
3. Enable/disable deployments

Expected Results

Users with browse project permission should not be able to navigate to deployments settings unlike Project Administrator.

Actual Results

User with browse permission can change deployment configuration settings. Please find the attached video for more details.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
