Add Next-gen notifications configuration for single emails

      Problem Definition

      Classic project notifications can be configured to be sent to single emails, it would be helpful to have this option on Next-gen.

      Suggested Solution

      Add support for adding single e-mails/users to Next-Gen notifications

      Why this is important

      Customers using Next-gen projects would like to configure single users to receive notifications on various events.
