Notification for people fields in Team-Managed

We would like for a notification to be sent if a user is present in the people picker custom field type.  I have tried to find a way to do this through automations but am finding struggles.  Is there a way we can add this functionality similarly to how assignees and reporters receive a message?

Example:  We have a custom field called Team Members this utilizes the people picker field type.  When the issue is created or this field is edited we would like an email sent to the user in that field.
