As a project administrator

I want the ability to set the background color for a quick filter

So that my team has better visibility to manage work items

Acceptance criteria:

• Quick filters for a board and backlog have a background color attribute
• When the background color is set, the filter buttons display with that color when selected and the same color with less transparency when unselected
• When the background color is not set, the filter buttons display with the default white (unselected) and light-blue (selected) colors
• Colors can be selected from a palette or by name, such as defined epic color names
• Quick filter colors have no impact upon card colors or WIP limit violation colors on the board
• Multiple quick filters can have the same color, as they do today
