Add the ability to keep start dates manually while auto-scheduling

      Problem Definition

      Users might have external dependencies not displayed on plan. On this situation the users manually enter the start date however that is overridden by the auto-schedule.

      Suggested Solution

      Allow users choosing keep the start dates manually inserted.
