As a project manager, I want to be able to mark the skills needs for an issue so that the right individual can be assigned

Many of our projects use different technologies and not everyone on the dev team has the same skills. 

We do something like scrumban and estimate by story points on the story (and convert to hours in Portfolio). 

There doesn't seem to be a way to say "This issue requires these skills" and then have Portfolio only consider those team members who have those skills.
