Support different types of scheduling dependencies

      Currently Portfolio supports only one type of dependency which is "B can start as soon as A is completed".

      Add support for other dependencies such as Start to Finish, Finish to Finish, Start to Start, Finish to Start, or a partial overlap such as "can start when 50% is completed"

      Additionally, support configuration to set the delay such as number of days before the start of another Epic/Story.
