Issue Summary

When transitioning an issue to any status on new issue view, the development panel will disappear from the field list on the right. The development panel will reappear back after refreshing the issue.

Steps to Reproduce

1. Have a DVCS integration set up
2. Ensure that the Development panel is appearing on the right among the other fields.
3. Transition the issue to any status, the development panel will go missing

Expected Results

• The Development panel should remain visible after transitioning the issue.

Actual Results

• The Development panel is missing after transitioning the issue.

Workaround

• Refresh the issue.
